Consideration, discussion of comments and complaints from the public. Those wishing to address the Council are required to register by completing and signing an individual speakers form with the Clerk before the meeting and must be recognized by the Mayor before speaking. Time permitting, each presentation will be given approximately three (3) minutes. It is probable that
each representative will be limited to one speaker per organization. Action taken as a result of public comment will be limited to directing staff to study or reschedule the matter for further consideration at a later date.
5. DECLARATION ON CONFLICT OF INTEREST
The Councilmen and staff have a right to declare a conflict of interest. The declaration of a conflict of interest must be made prior to discussion of any agenda item in which Councilmen or staff member determine they have a conflict of interest.
6. ADOPTION OF THE AGENDA
The Council will at this time either adopt the agenda as presented by the City Clerk or may remove or table any of the listed agenda items. Tabled items, unless otherwise directed, will appear on the next regular agenda. Council may not add any items to the agenda at this time. Should staff have any recommendations concerning the exclusion or tabling of agenda items they will
voice these recommendations at this time.

Communications:
(1) First reading of Ordinance NS244 REZONE PORTIONS OF BLOCKS 6,7,12,13, AND 24 WILLCOX TOWNSITE FROM CC-1 (CENTRAL COMMERCIAL) TO R-4 (RESIDENTIAL)
(2) First reading of Ordinance NS245 Amending Title 5 (Business) of the Willcox Municipal Code, by deleting Chapter 5.04 and adding Chapters 5.01 and 5.02
Proclamations: (1) The Mayor declares the month of February, 2003 as Patriot's Month. (2) The Mayor declares the month of March, 2003 as L. Ron Hubbard Month. (3) The Mayor declares the week of February 15 - 22, 2003 as National FFA Week
Public Hearings:
The Mayor and Council will hold two public hearings on Monday, March 3, 2003 at 7:00 p.m., City Council Chambers, 207 W. Maley, Willcox, AZ regarding Ordinance NS244 REZONE PORTIONS OF BLOCKS 6,7,12,13, AND 24 WILLCOX TOWNSITE FROM CC-1 (CENTRAL COMMERCIAL) TO R-4 (RESIDENTIAL) and Ordinance NS245 amending Title 5 (Business) of the Willcox Municipal Code, by deleting Chapter
5.04 and adding Chapters 5.01 and 5.02.
All members of the public are invited to attend such meeting. For those persons wishing to comment & are unable to attend, written comments will be accepted until 4PM the day of the public hearing in the Office of the City Clerk, 101 S. Railroad Avenue, Ste B Willcox AZ 85643.
8. DISCUSSION/DECISION REGARDING THE MINUTES OF THE REGULAR MEETING HELD ON FEBRUARY 3, 2003
Consideration, discussion and/or decision regarding the minutes of the regular meeting held on February 3, 2003. (No second meeting due to Martin Luther King Holiday.)
9. DISCUSSION/DECISION REGARDING THE APPOINTMENTS TO FILL THE THREE (3) VACANCIES ON THE PARKS & RECREATION COMMISSION, TERMS TO EXPIRE DECEMBER 2006
Consideration, discussion and/or decision regarding the appointments to fill the 3-vacancies on the P&R Commission, terms to expire December 2006.
10. DISCUSSION/DECISION REGARDING RESOLUTION 2003-03 REGARDING THE APPLICATION FOR THE 2003 LRSP GRANT FOR KEILLER PARK.
Consideration, discussion and/or decision regarding the application for the LRSP Grant to revitalize Keiller Park by adding walking trails, restrooms, landscaping, and new fields.
11. DISCUSSION/DECISION REGARDING RESOLUTION 2003-04 REGRADING THE APPLICATION FOR THE 2003 LRSP GRANT FOR QUAIL DRIVE SPORTS PARK.
Consideration, discussion and/or decision regarding the application for the LRSP Grant to add playground equipment, grass seed, sprinkler system, trees and a new ramada.
12. DISCUSSION/DECISION REGARDING RESOLUTION 2003-02 DECLARING A STATE OF EMERGENCY DUE TO THE MORTALITY OF INSECT AND DISEASE INFESTED, DROUGHT IMPACTED, AND FIRE DAMAGED TREES IN THE COUNTY'S FORESTS WOODLANDS, AND ASSOCIATED RANGELANDS LOCATED ON PRIVATE, STATE, FEDERAL, AND TRIBAL LANDS.
Consideration, discussion and/or decision regarding RESOLUTION 2003-02 supporting the County's efforts to protect and maintain the forest lands throughout the County.
13. DISCUSSION/DECISION REGARDING PHASE ONE KEILLER PARK IMPROVEMENTS AUTHORIZING THE CITY MANAGER TO TRANSFER FUNDS FROM COMMUNITY PROGRAMS, ADMINISTRATION, AND BUILDINGS AND GROUNDS INTO PARK IMPROVEMENTS FOR PHASE ONE.
Consideration, discussion and/or decision authorizing the City Manager to transfer funds from existing accounts into the Phase One Keiller Park improvements up to a maximum of $8,000.00. All improvements are according to the Phase One (a) and (b) plans presented to the Council.
14. CONSIDERATION, DISCUSSION AND/OR DECISION ON THE FOLLOWING TOPICS BY THE CITY MANAGER GILBERT DAVIDSON
