Consideration, discussion of comments and complaints from the public. Those wishing to address the Council are required to register by completing and signing an individual speakers form with the Clerk before the meeting and must be recognized by the Mayor before speaking. Time permitting, each presentation will be given approximately three (3) minutes. It is probable that each
representative will be limited to one speaker per organization. Action taken as a result of public comment will be limited to directing staff to study or reschedule the matter for further consideration at a later date.
5. DECLARATION ON CONFLICT OF INTEREST
The Councilmen and staff have a right to declare a conflict of interest. The declaration of a conflict of interest must be made prior to discussion of any agenda item in which Councilmen or staff member determine they have a conflict of interest.
6. ADOPTION OF THE AGENDA
The Council will at this time either adopt the agenda as presented by the City Clerk or may remove or table any of the listed agenda items. Tabled items, unless otherwise directed, will appear on the next regular agenda. Council may not add any items to the agenda at this time. Should staff have any recommendations concerning the exclusion or tabling of agenda items they will
voice these recommendations at this time.
7. PUBLIC HEARINGS, PETITIONS AND COMMUNICATIONS
Communications:
(1) For procedural reasons the City is withdrawing proposed Ordinance
NS245. The Business Permit and Temporary Business Permit ordinances will be presented for approval under proposed
Ordinance NS246. Public Hearings on these matters will be scheduled and public notice will be given in the usual manner.
(2) Second reading of (1) Ordinance NS244 Rezone Portions of Blocks 6,7,12,13, and
24 Willcox Townsite From CC-1 (CENTRAL COMMERCIAL) to R-4 (RESIDENTIAL), and;
(3) First Reading of Ordinance NS246 An ordinance of the City Council of the
City of Willcox, Arizona, relating to Title 5, Business, of the Willcox Municipal Code,
Chapter 5.01, Business Permit and Chapter
5.02, Temporary Business Permit, by reference and fixing the effective date thereof; repealing Chapter 5.04, Peddlers, of the Willcox Municipal Code; preserving rights
and duties that have already matured and proceedings that have already begun thereunder and providing penalties for the violation thereof.
Public Hearings:
The Mayor and Council will hold a public hearing on Monday,
March 3, 2003 at 7:00 p.m., City Council Chambers, 207 W. Maley, Willcox, AZ regarding
Ordinance NS244 Rezone Portions of Blocks 6,7,12,13, and 24 Willcox Townsite From CC-1 (Central Commercial) to R-4 (Residential), and
(2) The Mayor and Council will hold a public hearing on Monday, March 17, 2003 at Tab 2

Ordinance NS246 An ordinance of the City Council of the City of Willcox, Arizona, relating to Title 5, Business, of the Willcox Municipal Code,
Chapter 5.01, Business Permit and Chapter

Permit, by reference and fixing the effective date thereof; repealing Chapter 5.04, Peddlers, of the Willcox Municipal Code; preserving rights and duties that have already matured and proceedings that have already begun
there under and providing penalties for the violation thereof.
All members of the public are invited to attend such meeting. For those persons wishing to comment & are unable to attend, written comments will be accepted until 4PM the day of the public hearing in the Office of the City Clerk, 101 S. Railroad Avenue, Ste B Willcox AZ 85643.
8. DISCUSSION/DECISION REGARDING THE MINUTES OF THE SECOND REGULAR
MEETING HELD ON FEBRUARY 25, 2003
Consideration, discussion and/or decision regarding the minutes of the second regular monthly meeting held on February 25, 2003. (Second meeting not held due to National Holiday Martin Luther King, and rescheduled for February 24 which conflicted with staff prior commitments.)
9. DISCUSSION/DECISION REGARDING ORDINANCE NS244 REZONE PORTIONS OF
BLOCKS 6,7,12,13, AND 24 WILLCOX TOWNSITE FROM CC-1 (CENTRAL COMMERCIAL) TO R-4 (RESIDENTIAL)

10. DISCUSSION/DECISION REGARDING RESOLUTION NO. 2003-05 A RESOLUTION
THE CITY COUNCIL OF THE CITY OF WILLCOX, ARIZONA DECLARING AS A PUBLIC RECORD THAT CERTAIN DOCUMENTS FILED WITH THE CITY CLERK AND ENTITLED "BUSINESS PERMIT" AND "TEMPORARY BUSINESS PERMIT" AND DECLARING AN EMERGENCY

11. DISCUSSION/DECISION REGARDING THE REQUEST FROM COCHISE BARREL
RACING ASSOCIATION TO WAIVE THE $50 USAGE FEE FOR QUAIL PARK ARENA FOR CBRA EVENTS AND ADDITIONAL IMPROVEMENTS TO QUAIL PARK ARENA
