4. CALL TO THE PUBLIC
Consideration, discussion of comments and complaints from the public. Those wishing to address the Council are required to register by completing and signing an individual speakers form with the Clerk before the meeting and must be recognized by the Mayor before speaking. Time permitting, each presentation will be given approximately three (3) minutes. It is probable that each representative will be limited to one speaker per organization. Action taken as a result of public comment will be limited to directing staff to study or reschedule the matter for further consideration at a later date.

5. DECLARATION ON CONFLICT OF INTEREST
The Councilmen and staff have a right to declare a conflict of interest. The declaration of a conflict of interest must be made prior to discussion of any agenda item in which Councilmen or staff member determine they have a conflict of interest.

6. ADOPTION OF THE AGENDA
The Council will at this time either adopt the agenda as presented by the City Clerk or may remove or table any of the listed agenda items. Tabled items, unless otherwise directed, will appear on the next regular agenda. Council may not add any items to the agenda at this time. Should staff have any recommendations concerning the exclusion or tabling of agenda items they will voice these recommendations at this time.

7. PUBLIC HEARINGS, PETITIONS AND COMMUNICATIONS

Communications: First reading of Ordinance NS247 Amending Title 17 "Zoning" of the Willcox Municipal Code In Accordance With Section 17.92.230 of Said Title to Re-Zone Parcel 203-04-010J, Morgan Tract, From R-3-M (Residential) to R-3 (Residential)

Public Hearing: The Mayor and Council will hold a public hearing on Monday, June 2, 2003
at 7:00 p.m., City Council Chambers, 207 W. Maley, Willcox, AZ regarding Ordinance NS247 Amending Title 17 "Zoning" of the Willcox Municipal Code In Accordance With Section 17.92.230 of Said Title to Re-Zone Parcel 203-04-010J, Morgan Tract, From R-3-M (Residential) to R-3 (Residential)

All members of the public are invited to attend such meeting. For those persons wishing to comment & are unable to attend, written comments will be accepted until 4PM the day of the public hearing in the Office of the City Clerk, 101 S. Railroad Avenue, Ste B Willcox AZ 85643.

8. DISCUSSION/DECISION REGARDING THE MINUTES OF THE SPECIAL MEETINGS
HELD ON MAY 5, & MAY 12, 2003 AND THE REGULAR MEETING HELD ON MAY 5, 2003
Consideration, discussion and/or decision regarding the minutes of the special meetings held on May 5, & May 12, 2003 and the regular meeting held on May 5, 2003.

9. PRESENTATION BY JUSTIN CRUM REGARDING AN EAGLE SCOUT PROJECT
Consideration and/or discussion on the presentation by Justin Crum regarding an Eagle Scout Project.

10. DISCUSSION/DECISION REGARDING THE IGA WITH COCHISE COUNTY FOR
THE OPERATION OF AN ANIMAL SHELTER
Consideration, discussion and/or decision regarding the IGA with Cochise County for the Operation of an Animal Shelter.

11. DISCUSSION/DECISION REGARDING RESOLUTION NO. 2003-17 ENTERING INTO
AN INTERGOVERNMENTAL AGREEMENT (IGA) WITH THE FLOOD CONTROL DISTRICT OF COCHISE COUNTY FOR PRELIMINARY ENGINEERING PLANS AND EARTHWORK COMMENCEMENT ACTIVITIES FOR THE MUNICIPAL DRAINAGE CHANNEL IMPROVEMENT PROJECT
Consideration, discussion and/or decision regarding Resolution NO. 2003-17 , as stated.

12. DISCUSSION/DECISION REGARDING THE LEASE RENEWAL FOR THE DPS
TRAILER AT 1498 N. CIRCLE I ROAD (1101 N. Circle I Road)
Consideration, discussion and/or decision regarding the lease renewal for the DPS Trailer at the 1498 N. Circle I Road (1101 N. Circle I Road)

13. DISCUSSION/DECISION REGARDING AGREEMENT FOR DESIGNATION OF
LAW ENFORCEMENT UNIT BETWEEN CITY OF WILLCOX AND WILLCOX UNIFIED SCHOOL DISTRICT NO. 13
Consideration, discussion and/or decision regarding Agreement for Designation of Law Enforcement Unit.

14. CONSIDERATION, DISCUSSION AND/OR DECISION ON THE FOLLOWING
TOPICS BY THE CITY MANAGER GILBERT DAVIDSON
Consideration, discussion and/or decision on the following topics by the City Manager:

1. Mayor's/Manager's Meeting in June - Willcox to host
2. Update Departmental Budget Work Session - held on Monday, May 12, 2003 at 5:00 p.m. Depot
3. 2003 Town Hall update - June 10, 2003 Community Center from 7:00 p.m. to 8:30 p.m.
4. Update Economic Development Forum Proposal
5. July 4th Celebration
