4. CALL TO THE PUBLIC
Consideration, discussion of comments and complaints from the public. Those wishing to address the Council are required to register by completing and signing an individual speakers form with the Clerk before the meeting and must be recognized by the Mayor before speaking. Time permitting, each presentation will be given approximately three (3) minutes. It is probable that each representative will be limited to one speaker per organization. Action taken as a result of public comment will be limited to directing staff to study or reschedule the matter for further consideration at a later date.

5. DECLARATION ON CONFLICT OF INTEREST
The Councilmen and staff have a right to declare a conflict of interest. The declaration of a conflict of interest must be made prior to discussion of any agenda item in which Councilmen or staff member determine they have a conflict of interest.

6. ADOPTION OF THE AGENDA
The Council will at this time either adopt the agenda as presented by the City Clerk or may remove or table any of the listed agenda items. Tabled items, unless otherwise directed, will appear on the next regular agenda. Council may not add any items to the agenda at this time. Should staff have any recommendations concerning the exclusion or tabling of agenda items they will voice these recommendations at this time.

7. PUBLIC HEARINGS, PETITIONS AND COMMUNICATIONS
Proclamation: Mayor proclaims October 2-5, 2003 as Rex Allen Days Week.

Communications: (1) Second reading of Ordinance NS248 Amending Title 17 "Zoning" of the Willcox Municipal Code In Accordance With Section 17.92.230 of Said Title to Re-Zone Parcel 203-27-016R from GC-1 (General Commercial) to R-5 (Large Scale Development), and
(2) Public Hearings will be held on July 21, and August 4, 2003 regarding the Fiscal Year 2003-04
Annual Budget.

Public Hearing: The Mayor and Council will hold a public hearing on Monday, July 7, 2003
at 7:00 p.m., City Council Chambers, 207 W. Maley, Willcox, AZ regarding (1) Ordinance NS248 Amending Title 17 "Zoning" of the Willcox Municipal Code In Accordance With Section 17.92.230 of Said Title to Re-Zone Parcel 203-27-016R from GC-1 (General Commercial) to R-5 (Large Scale Development), and (2) public hearings will be held on July 21, and August 4, 2003 regarding FY2003-04 Annual Budget.

All members of the public are invited to attend such meeting. For those persons wishing to comment & are unable to attend, written comments will be accepted until 4:00 p.m. the day of the public hearing in the Office of the City Clerk, 101 S. Railroad Avenue, Ste B Willcox AZ 85643.

8. DISCUSSION/DECISION REGARDING THE MINUTES OF THE REGULAR MEETING
HELD ON JUNE 16, 2003, AND THE SPECIAL WORK SESSION JUNE 4, 2003
Consideration, discussion and/or decision regarding the minutes of the regular meeting held on June 16, 2003 and the special work session June 4, 2003.

9. DISCUSSION/DECISION REGARDING ORDINANCE NS248 AMENDING TITLE 17
"ZONING" OF THE WILLCOX MUNICIPAL CODE IN ACCORDANCE WITH SECTION 17.92.230 OF SAID TITLE TO RE-ZONE PARCEL 203-27-016R FROM GC-1 (GENERAL COMMERCIAL) TO R-5 (LARGE SCALE DEVELOPMENT)
Consideration, discussion and/or decision regarding Ordinance NS248, as stated.

10. DISCUSSION/DECISION REGARDING SEAGO AND CONTRACT WITH TRUELINE
ENGINEERING FOR STREETS
Consideration, discussion and/or decision regarding SEAGO and contract with Trueline Engineering for streets.

11. DISCUSSION/DECISION REGARDING THE REQUEST FROM WILLCOX CHAMBER
OF COMMERCE & AGRICULTURE FOR STREET CLOSURE OF RAILROAD AVENUE, FROM STEWART TO MALEY ON SATURDAY, JULY 12, 2003 FROM 9:00 A.M. TO 2:00 P.M. AND ASSISTANCE OF VARIOUS ITEMS FOR THE PURPOSE OF WARREN EARP DAYS
Consideration, discussion and/or decision regarding the request from WCC&A for street closure of Railroad Avenue, from Stewart to Maley on Saturday, July 12, 2003 from 9;00 a.m. to 2:00 p.m., and assistance of various items for the purpose of Warren Earp Days.

12. DISCUSSION/DECISION REGARDING APPOINTMENT TO FILL ONE (1) OF THE
VACANCIES ON THE PLANNING & ZONING COMMISSION, TERM TO EXPIRE JUNE 30, 2006
Consideration, discussion and/or decision regarding the appointment to fill one of the vacancies on the P&Z Commission, term to expire June 30, 2006.

13. DISCUSSION/DECISION REGARDING RE-APPOINTMENTS TO THE HISTORIC
PRESERVATION COMMISSION, TERMS TO EXPIRE DECEMBER 31, 2006
Consideration, discussion and/or decision regarding the re-appointments to the Historic Preservation Commission, terms to expire December 31, 2006.

14. DISCUSSION/DECISION REGARDING RESOLUTION NO. 2003-21 ADOPTING THE
JOB DESCRIPTION OF ADMINISTRATIVE ASSISTANT INTO THE JOB DESCRIPTION MANUAL FOR THE CITY OF WILLCOX
Consideration, discussion and/or decision regarding Resolution NO. 2003-21, as stated.

15. CONSIDERATION, DISCUSSION AND/OR DECISION ON THE FOLLOWING
TOPICS BY THE CITY MANAGER GILBERT DAVIDSON
Consideration, discussion and/or decision on the following topics by the City Manager:

16. DISCUSSION/DECISION TO ENTER INTO AN EXECUTIVE SESSION PER OF ARIZONA REVISED STATUTES §38-431.03A(7) DISCUSSIONS OR CONSULTATIONS WITH DESIGNATED REPRESENTATIVES OF THE PUBLIC BODY IN ORDER TO CONSIDER ITS POSITION AND INSTRUCT ITS REPRESENTATIVES REGARDING NEGOTIATIONS FOR THE PURCHASE OR LEASE OF REAL PROPERTY
Consideration and/or discussion regarding A.R.S. §38-431.03A(7), as stated, regarding Border Patrol Substation.
