4. CALL TO THE PUBLIC
Consideration, discussion of comments and complaints from the public. Those wishing to address the Council are required to register by completing and signing an individual speakers form with the Clerk before the meeting and must be recognized by the Mayor before speaking. Time permitting, each presentation will be given approximately three (3) minutes. It is probable that each representative will be limited to one speaker per organization. Action taken as a result of public comment will be limited to directing staff to study or reschedule the matter for further consideration at a later date.

5. DECLARATION ON CONFLICT OF INTEREST
The Councilmen and staff have a right to declare a conflict of interest. The declaration of a conflict of interest must be made prior to discussion of any agenda item in which Councilmen or staff member determine they have a conflict of interest.

6. ADOPTION OF THE AGENDA
The Council will at this time either adopt the agenda as presented by the City Clerk or may remove or table any of the listed agenda items. Tabled items, unless otherwise directed, will appear on the next regular agenda. Council may not add any items to the agenda at this time. Should staff have any recommendations concerning the exclusion or tabling of agenda items they will voice these recommendations at this time.

7. PUBLIC HEARINGS, PETITIONS AND COMMUNICATIONS
Communications: (1) First reading of Ordinance NS249 Levying and Assessing the Amount of 
Revenue to be Raised by Direct Property Taxes for the City of Willcox for Non-Exempt Property for Fiscal Year 2003-2004, and
(2) a Public Hearing will be held on Monday, August 11, 2003 regarding Ordinance NS249 Levying and Assessing the Amount of Revenue to be Raised by Direct Property Taxes for the City of Willcox for Non-Exempt Property for Fiscal Year 2003-2004.

Public Hearing: The Mayor and Council will hold a public hearing on Monday, August 4, 2003,
at 7:00 p.m., City Council Chambers, 207 W. Maley, Willcox, AZ regarding FY2003-04 Annual Budget.

All members of the public are invited to attend such meeting. For those persons wishing to comment & are unable to attend, written comments will be accepted until 4:00 p.m. the day of the public hearing in the Office of the City Clerk, 101 S. Railroad Avenue, Ste B Willcox AZ 85643.

8. DISCUSSION/DECISION REGARDING THE MINUTES OF THE REGULAR MEETING HELD ON JULY 21, 2003
Consideration, discussion and/or decision regarding the minutes of the regular meeting held on July 21, 2003.

9. DISCUSSION/DECISION REGARDING RESOLUTION NO. 2003-22 ADOPTING THE FISCAL YEAR 2003-2004 ANNUAL BUDGET FOR THE CITY OF WILLCOX
Consideration, discussion and/or decision regarding Resolution NO. 2003-22, as stated.

10. PRESENTATION BY THE EXECUTIVE DIRECTOR OF THE WILLCOX CHAMBER OF COMMERCE & AGRICULTURE
Consideration and/or discussion on the presentation by the Executive Director of the Willcox Chamber of Commerce & Agriculture.

11. DISCUSSION/DECISION REGARDING THE PURCHASE OF 1981 FORD F-250 UTILITY VEHICLE FROM JOE THATCHER AUTO SALES
Consideration, discussion and/or decision regarding the purchase of a 1981 Ford F-250 Utility Vehicle from Joe Thatcher Auto Sales.

12. DISCUSSION/DECISION REGARDING TO CONTINUE WITH THE FIVE (5) YEAR STREET CONSTRUCTION PLAN
Consideration, discussion and/or decision regarding to continue with the Five (5) Year Street Construction Plan.

13. DISCUSSION/DECISION REGARDING RESOLUTION NO. 2003-23 ADOPTING THE WILLCOX HEIGHTS SUBDIVISION PLAT MAP AND ORDERING ITS RECORDATION
Consideration, discussion and/or decision regarding Resolution NO. 2003-23, as stated.

14. DISCUSSION/DECISION REGARDING RESOLUTION NO. 2003-24 REAFFIRMING SETTLED POLICY BY SUPPORTING THE SUBMISSION OF TRANSPORTATION ENHANCEMENT GRANTS FOR THE FORT GRANT ROAD/REX ALLEN DRIVE TRANSPORTATION ENHANCEMENT PROJECT
Consideration, discussion and/or decision regarding Resolution NO. 2003-24, as stated.

15. CONSIDERATION, DISCUSSION AND/OR DECISION ON THE FOLLOWING TOPICS BY THE CITY MANAGER GILBERT DAVIDSON
