5. DECLARATION ON CONFLICT OF INTEREST
The Councilmen and staff have a right to declare a conflict of interest. The declaration of a conflict of interest must be made prior to discussion of any agenda item in which Councilmen or staff member determine they have a conflict of interest.

6. ADOPTION OF THE AGENDA
The Council will at this time either adopt the agenda as presented by the City Clerk or may remove or table any of the listed agenda items. Tabled items, unless otherwise directed, will appear on the next regular agenda. Council may not add any items to the agenda at this time. Should staff have any recommendations concerning the exclusion or tabling of agenda items they will voice these recommendations at this time.

7. PUBLIC HEARINGS, PETITIONS AND COMMUNICATIONS
PROCLAMATION: Mayor Easthouse designates the week of February 21 through 28, 2004, as Willcox FFA Week!

PUBLIC HEARINGS: Communications: (1) First reading of (1) Ordinance NS251
Relating to the Privilege License Tax; Adopting "The 2002 Amendments to the Tax Code of the City of Willcox, Arizona" by Reference; Establishing an Effective Date; Providing for Severability and Providing Penalties for Violations.

Public Hearings: The Mayor and Council will hold a public hearing on Monday, February 16, 2004 at 7:00 p.m., City Council Chambers, 207 W. Maley, Willcox, AZ regarding Ordinance NS251 Relating to the Privilege License Tax; Adopting "The 2002 Amendments to the Tax Code of the City of Willcox, Arizona" by Reference; Establishing an Effective Date; Providing for Severability and Providing Penalties for Violations.

All members of the public are invited to attend such meeting. For those persons wishing to comment & are unable to attend, written comments will be accepted until 4PM the day of the public hearing in the Office of the City Clerk, 101 S. Railroad Avenue, Ste B Willcox AZ 85643.

8. DISCUSSION/DECISION REGARDING THE MINUTES OF THE REGULAR
MEETING HELD ON JANUARY 5, 2004, THE SPECIAL MEETING HELD ON JANUARY 14, 2004, AND THE WORK SESSION HELD ON DECEMBER 8, 2003
Consideration, discussion and/or decision regarding the minutes of the regular meeting held on January 5, 2004, the special meeting held on January 14, 2004, and the work session held on December 8, 2003.

9. PRESENTATION AND/OR DISCUSSION REGARDING THE PLAYGROUND TO
BE BUILT AT QUAIL DRIVE SPORTS PARK BY MEMBERS OF THE WILLCOX SOFTBALL LEAGUE
Consideration and/or discussion regarding the presentation of the playground to be built at QDSP by members of the Willcox Softball League.

10. STAFF PRESENTATION REGARDING MID YEAR TECHNOLOGY IMPROVEMENTS
FOR FY 04
Consideration and/or discussion regarding mid-year Technology Improvements for FY04.

11. STAFF PRESENTATION REGARDING MID YEAR "FOCUS AREA" PROJECTS
FOR DEPARTMENT OF PUBLIC SAFETY
Consideration and/or discussion regarding mid-year "Focus Area" projects by Department of Public Safety.

12. DISCUSSION/DECISION REGARDING INVESTMENT ON THE "YOUNG GUNS" PROPOSAL
Consideration, discussion and/or decision regarding investment on the "Young Guns" Proposal.

13. DISCUSSION/DECISION REGARDING RESOLUTION NO. 2004-03 AMENDING RESOLUTION NO. 89-13, #1 AND #2 FIXING RATES FOR OPENING AND CLOSING GRAVES AT SUNSET CEMETERY, WILLCOX, AND ESTABLISHING PRICES FOR GRAVE SITES
Consideration, discussion and/or decision regarding Resolution NO. 2004-03, as stated.

14. DISCUSSION/DECISION REGARDING ARIZONA CRIMINAL JUSTICE COMMISSION (LOCAL LAW ENFORCEMENT BLOCK GRANT) TO ACCEPT THIS AGREEMENT, PRIMARILY FOR OFFICER OVERTIME
Consideration, discussion and/or decision regarding the Arizona Criminal Justice Commission (LLEBG) agreement, primarily for officer overtime.

15. DISCUSSION/DECISION REGARDING REQUEST FROM WILLCOX DEPARTMENT OF PUBLIC SAFETY FOR A SILENT AUCTION ON THE 1994 CROWN VICTORIA
Consideration, discussion and/or decision regarding request from WDPS for a silent auction on the 1994 Crown Victoria.

16. DISCUSSION/DECISION REGARDING RESOLTUION NO. 2004-04 DECLARING AS A PUBLIC RECORD THAT CERTAIN DOCUMENT FILED WITH THE CITY CLERK AND ENTITLED "THE 2002 AMENDMENTS TO THE TAX CODE OF THE CITY OF WILLCOX."
Consideration, discussion and/or decision regarding Resolution NO. 2004-04, as stated.
