5. DECLARATION ON CONFLICT OF INTEREST
The Councilmen and staff have a right to declare a conflict of interest. The declaration of a conflict of interest must be made prior to discussion of any agenda item in which Councilmen or staff member determine they have a conflict of interest.

6. ADOPTION OF THE AGENDA
The Council will at this time either adopt the agenda as presented by the City Clerk or may remove or table any of the listed agenda items. Tabled items, unless otherwise directed, will appear on the next regular agenda. Council may not add any items to the agenda at this time. Should staff have any recommendations concerning the exclusion or tabling of agenda items they will voice these recommendations at this time.

7. DISCUSSION/DECISION REGARDING THE MINUTES OF THE REGULAR MEETINGS HELD ON FEBRUARY 2, 2004 AND MARCH 1, 2004
Consideration, discussion and/or decision regarding the minutes of the regular meetings held on February 2, 2004 and March 1, 2004.

8. DISCUSSION/DECISION REGARDING REQUEST FROM CINCO de MAYO FOR STREET CLOSURES FOR STREET DANCE ON SATURDAY, APRIL 17, 2004 FROM 7:30 P.M. UNTIL MIDNIGHT (Item was Tabled 03-01-2004 meeting)
Consideration, discussion and/or decision regarding the request from Cinco de Mayo for street closures for street dance on Saturday, April 17, 2004 from 7:30 p.m. until midnight.

9. DISCUSSION/DECISION REGARDING RESOLUTION NO. 2004-05 A RESOLUTION OF THE CITY OF WILLCOX, COCHISE COUNTY, ARIZONA, SUPPORTING PASSAGE OF THE PROPOSED FEDERAL ELDER JUSTICE ACT
Consideration, discussion and/or decision regarding Resolution No. 2004-05, as stated.

10. DISCUSSION/DECISION REGARDING THE REQUEST FROM SALSA FIESTA, GLADYS ELOISE OLSEN, 1870 W. REX ALLEN DRIVE, FOR TEMPORARY EXTENSION OF PREMISES FROM APRIL 12, 2004 THROUGH JUNE 12, 2004
Consideration, discussion and/or decision regarding the request from Salsa Fiesta for Temporary Extension of Premises from April 12, 2004 - June 12, 2004.

11. DISCUSSION/DECISION REGARDING RESOLUTION NO. 2004-06 DECLARING
AND ADOPTING THE RESULTS OF THE PRIMARY ELECTION HELD ON MARCH 9, 2004
Consideration, discussion and/or decision regarding Resolution NO. 2004-06, as stated.

12. DISCUSSION REGARDING THE SLUMLORD ENFORCEMENT GUIDELINES
CHAPTER 11.17, OF THE MUNICIPAL CODE BOOK
Consideration and/or discussion regarding the Slumlord Enforcement Guidelines Chapter 11.17, of the Municipal Code Book.

13. DISCUSSION/DECISION REGARDING ABANDONMENT OF WELL #10
Consideration, discussion and/or decision regarding abandonment of Well #10.

14. DISCUSSION/DECISION REGARDING TO PROCEED TO INVESTIGATE A NEW IRRIGATION WELL FOR KEILLER PARK
Consideration, discussion and/or decision regarding to proceed to investigate a new irrigation well for Keiller Park.

15. DISCUSSION REGARDING CREATION OF NEW PARK AT WELL #10 SITE 
Consideration and/or discussion regarding creation of new park at Well #10 site.

16. DISCUSSION/DECISION IN REGARDS TO SELLING THE 1988 CROWN VICTORIA AT THE NEXT PUBLIC AUCTION
Consideration, discussion and/or decision in regards to selling the 1988 Crown Victoria at the next public auction.

17. DISCUSSION/DECISION IN REGARDS TO SELLING THE 1987 DODGE UTILITY TRUCK AT THE NEXT PUBLIC AUCTION
Consideration, discussion and/or decision in regards to selling the 1987 Dodge Utility Truck at the next public auction.

18. REPORTS BY CITY COUNCIL MEMBERS, NO DISCUSSION:
Council members may report on official city council projects, commissions, task forces, or other committees.
