The Councilmen and staff have a right to declare a conflict of interest.
The declaration of a conflict of interest must be made prior to discussion
of any agenda item in which Councilmen or staff member determine they have
a conflict of interest.
6. ADOPTION OF THE AGENDA
The Council will at this time either adopt the agenda as presented by the
City Clerk or may remove or table any of the listed agenda items. Tabled
items, unless otherwise directed, will appear on the next regular agenda.
Council may not add any items to the agenda at this time. Should staff
have any recommendations concerning the exclusion or tabling of agenda
items they will voice these recommendations at this time.
7. DISCUSSION/DECISION REGARDING THE MINUTES OF THE
REGULAR
MEETINGS HELD ON DECEMBER 15, 2003 AND MARCH 15, 2004, THE WORK SESSION
MEETINGS HELD ON NOVEMBER 17, 2003, AND FEBRUARY 2, & 9, 2004
Consideration, discussion and/or decision regarding the minutes of the
regular meetings held on December 15, 2003 and March 15, 2004, the work
session meetings held on November 17, 2003, and February 2 & 9, 2004.
8. DISCUSSION/DECISION REGARDING SELLING UNIT #30 AT THE
NEXT PUBLIC
AUCTION
Consideration, discussion and/or decision regarding selling Unit #30 at
the next public auction.
9. DISCUSSION/DECISION REGARDING THE ACCEPTANCE OF THE
FISCAL
YEAR 2002-2003 ANNUAL AUDIT
Consideration, discussion and/or decision regarding the acceptance of the
FY2002-03 Annual Audit.
10. DISCUSSION/DECISION REGARDING RESOLUTION NO. 2004-07
AMENDING
THE POLICY AND REGULATIONS FOR SUNSET CEMETERY AND ESTABLISHING FEES
Consideration, discussion and/or decision regarding Resolution NO.
2004-07, as stated.
11. DISCUSSION/DECISION REGARDING TO COMPENSATE THE CITY'S
REPRESENTATIVE TO THE COCHISE COUNTY TOURISM COUNCIL FOR TRAVEL TIME
OUTSIDE THE CITY, MILEAGE AND MEAL
Consideration, discussion and/or decision regarding to compensate the
City's representative to the Cochise County Tourism Council for travel
time outside the City, mileage and meal.
12. PRESENTATION BY THE CHAIRMAN OF PARKS & RECREATION
COMMISSION REGARDING KEILLER PARK
Consideration and/or discussion on the presentation by the Chairman of the
P&R Commission regarding Keiller Park.
11. REPORTS BY CITY COUNCIL MEMBERS, NO DISCUSSION:
Council members may report on official city council projects, commissions,
task forces, or other committees.
1. Mayor Easthouse - regarding the request from a
concerned citizen to place speed bumps along Soto Street.
12. CONSIDERATION, DISCUSSION AND/OR DECISION ON THE
FOLLOWING
TOPICS BY THE CITY MANAGER GILBERT DAVIDSON
Consideration, discussion and/or decision on the following topics by the
City Manager:
A. Last day to register to vote in the General Election,
May 18, 2004 is April 19, 2004
B. Update on the Community Economic Development Proposal - Work session
held on March 29, 2004 at 6:00 p.m. City Council Chambers
C. Update on Border Patrol
D. Willcox Unified School District Land Proposal
E. Update on the Budget Work Session with Departments - April 12, 2004
at 5:30 p.m., Council Chambers; Public Services & Works, Magistrate,
City Hall, Mayor & Council, and Community Programs.
April 26, 2002 at 5:30 p.m., Council Chambers: Public Safety, Library,
Finance, Human Resources and Chief Information Officer.

13. DISCUSSION/DECISION TO ENTER INTO AN EXECUTIVE SESSION
PURSUANT
TO ARS §38-431.03A(1) DISCUSSION OR CONSIDERATION OF EMPLOYMENT,
ASSIGNMENT, APPOINTMENT, PROMOTION, DEMOTION, DISMISSAL, SALARIES,
DISCIPLINING OR RESIGNATION OF A PUBLIC OFFICER, APPOINTEE OR EMPLOYEE OF
ANY PUBLIC BODY, EXCEPT THAT, WITH THE EXCEPTION OF SALARY DISCUSSIONS, AN
OFFICER, APPOINTEE OR EMPLOYEE MAY DEMAND THAT SUCH DISCUSSION OR
CONSIDERATION OCCUR AT A PUBLIC MEETING. THE PUBLIC BODY SHALL PROVIDE THE
OFFICER, APPOINTEE OR EMPLOYEE WITH SUCH NOTICE OF THE EXECUTIVE SESSION
AS IS APPROPRIATE BUT NOT LESS THAN TWENTY-FOUR HOURS FOR THE OFFICER,
APPOINTEE OR EMPLOYEE TO DETERMINE WHETHER SUCH DISCUSSION OR
CONSIDERATION SHOULD OCCUR AT A PUBLIC MEETING.
