5. DECLARATION ON CONFLICT OF INTEREST
The Councilmen and staff have a right to declare a conflict of interest. The declaration of a conflict of interest must be made prior to discussion of any agenda item in which Councilmen or staff member determine they have a conflict of interest.

6. ADOPTION OF THE AGENDA
The Council will at this time either adopt the agenda as presented by the City Clerk or may remove or table any of the listed agenda items. Tabled items, unless otherwise directed, will appear on the next regular agenda. Council may not add any items to the agenda at this time. Should staff have any recommendations concerning the exclusion or tabling of agenda items they will voice these recommendations at this time.

7. PUBLIC HEARINGS, PETITIONS AND COMMUNICATIONS
Proclamation: Mayor Easthouse proclaims: (1) April 18-24, 2004 as Volunteer Week; and (2) May 2004 is Foster Parent Appreciation Month

8. DISCUSSION/DECISION REGARDING WILLCOX UNIFIED SCHOOLD DISTRICT 
LAND EXCHANGE FOR WATER ENHANCEMENT PROJECT
Consideration, discussion and/or decision regarding WUSD Land Exchange for Water Enhancement Project.

9. DISCUSSION/DECISION REGARDING AUTHORIZATION TO ALLOW THE 
CITY MANAGER TO MODIFY INDIVIDUAL JOB DESCRIPTIONS
Consideration, discussion and/or decision regarding authorization to allow the City Manager to modify individual job descriptions.

10. DISCUSSION/DECISION REGARDING RESOLUTION NO. 2004-07 AMENDING 
THE POLICY AND REGULATIONS FOR SUNSET CEMETERY AND ESTABLISHING FEES (Removed from agenda April 5, 2004)
Consideration, discussion and/or decision regarding Resolution NO. 2004-07, as stated.

11. DISCUSSION/DECISION REGARDING DIRECTION TO STAFF TO PREPARE AN 
APPLICATION FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR SUBMITTAL, CERTIFYING THAT SAID APPLICATION MEETS THE COMMUNITY'S DEVELOPMENT NEEDS AND THE REQUIREMENTS OF THE STATE CDBG PROGRAM
Consideration, discussion and/or decision regarding which project suggested at public hearings the staff should submit in application form of CDBG funding and directing staff to so prepare.

12. REPORTS BY CITY COUNCIL MEMBERS, NO DISCUSSION:
Council members may report on official city council projects, commissions, task forces, or other committees.

13. CONSIDERATION, DISCUSSION AND/OR DECISION ON THE FOLLOWING 
TOPICS BY THE CITY MANAGER GILBERT DAVIDSON
Consideration, discussion and/or decision on the following topics by the City Manager:

A. General Election, will be held on May 18, 2004
B. Status report on Border Patrol
C. Planning Update for Police/Jail and Water Well Project
D. Special Meeting Monday, April 26, 2004 at 5:30 p.m. - (1) Vehicle purchase for City Hall, (2) Capital Equipment Purchase for Public Services & Works Department, and (3) Update on the Budget Work Session with Departments: Public Safety, Library, Finance, Human Resources and Chief Information Officer.
E. Willcox Chamber of Commerce & Agriculture hosts "Meet the Candidates" on May 4, 2004 at the Desert Rose Café at noon.
