5. DECLARATION ON CONFLICT OF INTEREST
The Councilmen and staff have a right to declare a conflict of interest. The declaration of a conflict of interest must be made prior to discussion of any agenda item in which Councilmen or staff member determine they have a conflict of interest.

6. ADOPTION OF THE AGENDA
The Council will at this time either adopt the agenda as presented by the City Clerk or may remove or table any of the listed agenda items. Tabled items, unless otherwise directed, will appear on the next regular agenda. Council may not add any items to the agenda at this time. Should staff have any recommendations concerning the exclusion or tabling of agenda items they will voice these recommendations at this time.

7. PUBLIC HEARINGS, PETITIONS AND COMMUNICATIONS

Proclamation: 
(1) Vice Mayor Ard proclaimed the week of May 9-15, 2004 as HOSPTIAL WEEK, at the last regular meeting. And 
(2) Mayor Easthouse and the City of Willcox join those who honor Mayor Neil G. Guiliano, City of Tempe, for his time in public service and wish him well in his future endeavors.

Communications: 
First Reading of Ordinance NS252 An Ordinance of the Mayor and Council Of the City of Willcox, Arizona, Delineating a Guideline and the Enforcement of Said Guideline For Rental Residential Properties Designated as "Slum Property". This Ordinance Shall be Designated as
Chapter 11.17 Under "Emergency Services" of the Willcox City Code and the City Code Shall be Amended to Include Chapter 11.17 Therein and Providing Penalties for Violation Thereof.

Public Hearings: 
The Mayor and Council will hold a public hearing on 
(1) Monday, May 17, 2004 at 7:00 p.m., City Council Chambers, 207 W. Maley, Willcox, AZ regarding Ordinance NS252 An Ordinance of the Mayor and Council of the City of Willcox, Arizona, Delineating a Guideline and the Enforcement of Said Guideline For Rental Residential Properties Designated as "Slum Property". This Ordinance Shall be Designated as Chapter 11.17 Under "Emergency Services" of the Willcox City Code and the City Code Shall be Amended to Include Chapter 11.17 Therein and Providing Penalties for Violation Thereof.
And
(2) will hold a second public hearing on Monday, June 7, 2004 regarding Ordinance NS252 as stated.

All members of the public are invited to attend such meeting. For those persons wishing to comment & are unable to attend, written comments will be accepted until 4PM the day of the public hearing in the Office of the City Clerk, 101 S. Railroad Avenue, Ste B Willcox AZ 85643.

8. DISCUSSION/DECISION REGARDING THE MINUTES OF REGULAR MEETINGS
HELD ON APRIL 5, & 19, 2004 AND MAY 3, 2004, AND THE SPECIAL MEETINGS HELD ON MARCH 22, 2004 AND APRIL 26, 2004
Consideration, discussion and/or decision regarding the regular meeting minutes held on April 5 & 19, 2004 and May 3, 2004, and the special meetings held on March 22, 2004 and April 26, 2004.

9. DISCUSSION/DECISION REGARDING KEILLER PARK IMPROVEMENT PLAN PHASES 1-6 AND IDENTIFICATION OF PROJECT COSTS
Consideration, discussion and/or decision regarding Keiller Park Improvement Plans Phases 1-6 and identification of projects costs.

10. DISCUSSION/DECISION REGARDING THE PROPOSED ROUTE FOR WARREN
EARP DAYS PARADE, REQUEST FOR USE OF CITY PROPERTY, AND CLOSURE OF STREET FOR STREET DANCE
Consideration, discussion and/or decision regarding the proposed route for Warren Earp Days Parade, request for use of City property, and closure of street for street dance.

11. DISCUSSION/DECISION REGARDING RESOLUTION NO. 2004-10 AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR FY2004 STATE AND COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, CERTIFYING THAT SAID APPLICATION MEETS THE COMMUNITY'S PREVIOUSLY IDENTIFIED HOUSING AND COMMUNITY DEVELOPMENT NEEDS AND THE REQUIREMENTS OF THE STATE CDBG PROGRAM, AND AUTHORIZING ALL ACTIONS NECESSARY TO IMPLEMENT AND COMPLETE THE ACTIVITIES OUTLINED IN SAID APPLICATION
Consideration, discussion and/or decision regarding Resolution NO. 2004-10, as stated.

12. DISCUSSION/DECISION REGARDING RESOLUTION NO. 2004-11 ADOPTING A RESIDENTIAL ANTIDISPLACEMENT AND RELOCATION ASSISTANCE PLAN FOR FY04, AS REQUIRED UNDER SECTION 104(d) OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974 AS AMENDED
Consideration, discussion and/or decision regarding Resolution NO. 2004-11, as stated.

13. DISCUSSION/DECISION REGARDING RESOLUTION NO. 2004-12 ACCEPTING
THE GIFTING OF $3,826.43 OF CDBG FUNDS FROM COCHISE COUNTY FY01 CDBG CONTRACTS 057-02H AND 059-02H FROM THE BOARD OF SUPERVISORS OF COCHISE COUNTY
Consideration, discussion and/or decision regarding Resolution No. 2004-12, as stated.

14. DISCUSSION/DECISION REGARDING RESOLUTION NO. 2004-13 TO ABANDON ALL RIGHT-OF-WAYS REGARDING THE OFFER TO DONATE REAL PROPERTY TO THE FEDERAL GOVERNMENT
Consideration, discussion and/or decision regarding Resolution No. 2004-13, as stated.

15. DISCUSSION/DECISION REGARDING REQUEST TO PURCHASE A 1.5 TON ROLLER AND A SINGLE AXLE TILT BED TRAILER FOR PUBLIC SERVICES AND WORKS DEPARTMENT
Consideration, discussion and/or decision regarding the request to purchase a 1.5 ton roller and a single axle tilt bed trailer for PS&W's department.

16. DISCUSSION/DECISION REGARDING APPROVAL TO MODIFY TWIN LAKES 
MUNICIPAL GOLF COURSE CONTRACT
Consideration, discussion and/or decision regarding approval to modify Twin Lakes Municipal Golf Course Contract.

17. DISCUSSION/DECISION REGARDING THE LEASE RENEWAL FOR ONE YEAR INSTEAD OF TWO YEARS AS REQUESTED BY THE DEPARTMENT OF PUBLIC SAFETY CONTRACT NO. 98-206, 1101 N. CIRCLE I ROAD
Consideration, discussion and/or decision regarding the lease renewal for 1-year instead of 2-years as requested by the DPS Contract No. 98-206, 1101 N. Circle I Road.

18. REPORTS BY CITY COUNCIL MEMBERS, NO DISCUSSION:
Council members may report on official city council projects, commissions, task forces, or other committees.

19. CONSIDERATION, DISCUSSION AND/OR DECISION ON THE FOLLOWING TOPICS BY THE CITY MANAGER GILBERT DAVIDSON
Consideration, discussion and/or decision on the following topics by the City Manager:

A. General Election, will be held on May 18, 2004 poll opens from 6:00 a.m. to 7:00 p.m.
B. Mayor/Manager's Luncheon Tuesday, May 18, 2004, Cochise County hosts.
C. Presentation on the Silver 2002 policy period from Southwest Risk Services for Loss Control
D. Report on the Clean Up Date, held on Saturday, May 15, 2004
E. Final Budget Work Session on Monday, May 24, 2004 @ 5:30 p.m.
